Database input program using JQuery/HTML/PHP

Hello, I am after someone to write a web insertion tool into my MySQL database that I've already made the schema for. It has four tables, a master table and then three child tables of which the relationship is one (master) to many (children). The database is quite simple and straight forward with a combination of ENUMs (for drop downs in the web UI), booleans, text and date fields. There are two tables which have unique requirements: Attachments table: This table will store the attachment SHA256, internal URL and attachment type. The web insertion tool will need to insert a file (using PHP) on to the web server and provide the relevant information in this table. Entities table: This table will store entities from other text fields or manually added by the user of the tool. It will have a basic regexp engine to look for things like email addresses in double brackets for example ((emailaddress)) should detect that as an email address. The regexp engine doesn't need to be in-depth but at least the basics of it needs to be in the tool so I can add future regular expressions as needed. I'll need all the PHP done using Meekro (see [login to view URL]) which is a very simple to use PHP library that will protect the tool against SQL injection type vulnerabilities. All source code etc would need to passed over and I hope that in future I can stay in contact with the successful bidder for future work. I've chosen the budget as $1500-$3000 but if you think it's more or less, please feel free to bid that. I'm after someone who is a good and dependable programmer that writes code that can be read and maintained by others (including myself) if necessary.
