Community/user groups development for an existing PHP site

Our client runs a website for young moms and moms to be and this project is related to buidling a community for site visitors. The community has the following features:
- user registration
- predefined Clubs for user to Join
- Clubs have topics (like forum topics) posted by Club members or admins
- Topics have comments, made by users
So we have:
LEVEL 1: Clubs
LEVEL 2: Topics
LEVEL 3: Comments
All users Clubs/groups should have:
- club admin (this privilege is granted by site admin)
- club photo/logo
- club info
- list of topics (listed by date of last comments in the topic)
- a possibility to make some topics sponsored (listed on top of the list by club admin)
