automated blogger

I want a desktop application that I can provide a list of url's to (1000's) and it will go to each url one at a time, select some text from the page and post it to a blogger account blog, then after it does that for 3 urls, it pings myyahoo to update rss, waits for 15 minutes and repeats the process on the next 3 urls. It should be able to be configured to vary the time setting and the number of urls per time period, and be configurable for different blogger accounts and yahoo ping urls. Buyer will receive exclusive and complete copyrights to all work purchased.
