Advanced Site Navigation with Rollover Gallery

I am working as a graphic designer on a website that will need functions that are outside of my capability. The site's navigational feature will need to mirror that of "[login to view URL]" left side navigation menu. Some of the navigation links will click to fully developed pages, while others will display rollover content. The inventory rollover feature is the most important. I have attached a zip folder containing 4 screen shots of very rough drafts of how it should look. The design is not done, these are just for a quick visual reference. There will also need to be a backend area set up for easy image uploading to the inventory's gallery and filter. This is the main area the client will need access to for updating. I will most likely edit the other areas myself using Dreamweaver. I will create all layouts, graphics, and buttons myself as well as some of the site pages. I mainly need the foundation for the navigation, inventory, and backend set up. Since I will be using Dreamweaver as the main editor I will need the final php or html pages set up using css layers and tags that clearly show the layout in "design view" as it will make my job easier as designer. I can edit code but it still needs to appear very close to how it will look "live" while working in dreamweaver. If you have questions please contact me. If it possible to develop this site without flash and still have a smooth slick interface and smooth graphical displays and transitions that would be preferred.
