Automatically connect to a web form and retrieve results

I have a website which requires users to complete a registration form and enter an SIA license number, once a member has registered i have to then go to this web page. ([login to view URL] - click on the go to register button) and manually enter their license number and then check the returned details against those entered on the registration form. What i am looking for is somebody to develop a script probably in either javascript, xml, ajax which takes the license number submitted in the form, then by passes the page on the sia website to return the information. For example instead of filing in the form fields, i need a script that will by pass the fields but pass the information through the address bar, as if the form fields had been filled. I then need all of the information passed back to the registration page as varibles, preferably in php so i can then program the rest of the system. Any good reasonable bid, by somebody with the experience and a description wins, thiugh be aware there isn't a massive budget for this project as if you know what you are doing it isn't a huge job.
