Create an image map with multiple rollovers / links

Our client wants an image of the map of the United States converted to an image map with multiple rollovers. They require that when a website visitor hovers over a particular state, that the image would change to a different version of the US map, with that particular state highlighted in a different color. If they click on the map within that image map coordinates, it will take them to a different website link. There are 7 different states that will be image map areas. We have the images - but need someone who can build out the functional image map. This will be added to a WordPress website, so it must work properly within that platform.
