Directory site - customize front end category selection

I have a directory website that is currently fully functional.

I have custom categories that users select from on the front end when submitting a listing.

These custom categories are locations (Cities) in the United States. Parent category is the State and the Cities within the state are child categories.

What I need done is for the selection list of categories to be customized on the front end and easier to select from.

Problem: Right now it is a linear list and is WAY to long. There are to many cities within to many states.

Required solution: Instead of have just one selection list with both Parent and Child categories, I need two selection lists. The first selection list will be only the parent categories and the 2nd list will be Child categories.

Funcality: When a parent category is selected I need the 2nd list of the Child categories to appear below the parent list. Only show child categories of the selected Parent category.

Require that Only 1 parent category be selected.

No limit of child categories selected.

These two lists need to be separat of each other (I.e. two selection boxes/lists with scroll features.)

Child category list should be hidden until parent list is selected and then appear below parent list and push other content down to make room.

Styling of lists:

Parent category list - needs to be same size and depth as it currently is on the website.

Child category list - needs to allow for 2 columns of selections and be twice as long as the parent selection list.

Both Lists need to show in alphabetical order.

More funcality: this category selection list is for front end users to select their locations. It connects to the backend and categories appear on the listing page that is created once the user submits all the information. This must still occur. Trying to say that I want the submission to still work as it currently does.

The goal of this is to make it easier for users to select from the parent and child categories.
