develop an e-learning website

We are looking for a programmer to develop an e-learning website with whiteboard capability. The overall development will consist of the teachers, tutors, and students interacting with each other in whiteboard. The student will search for a tutor or teacher within a subject and contact them by email and setting up an appointment by way of their profile. At which point, the teacher and/or tutor will approve the appointment for the date and time. After approving the appointment, the student and tutor/teacher will receive a lock classroom for them to meet and conduct the learning process. I have develop a overall detail blueprint of what I want the website script to work, and a comprehensive detail plan of the features that will be requires. Some of the features are: Whiteboard capability Webcam –video, audio, and chat capability SEO management I will be happily to continue will the requirement of the project after you have content me by PM with your bid, deadline, and demo. Please bid only if you have already developed a script and can show us the demo. Payment arrangement is not negotiable, and will be the 1st thing I ask of you. Please understand i will release payment based upon milestones as per freelancer payment system. The payments will be 10% to start the project, 15% as soon as you complete the project and prove it to be fully functional. 25% when you delivers the software/script to me. Remaining 50% after 15 days when I have tested the software, you fixed the located bugs, and it is fully functional as per requirement.
