Billing Application

We need a backed billing system implemented using Perl and MySQL. This should directly integrate with PayPal Website Payments Pro. Here are the specs: 1. Customer information all stored in MySQL databases. Customer data (e.g. contact and cc info) stored in one database and invoicing should be stored in another for security reasons. 2. Should support subscriptions and billing frequencies -- e.g. monthly, quarterly, annually, etc. Ideally if this can be set in days that would be best (e.g. 90=quarterly, 30=monthly, 365=yearly, etc). 3. Refunds - need the ability to process a refund for a specific invoice and credit back to the customers credit card and/or account. 4. Invoices and statements. Need to be able to generate an invoice and account statement for each user. 5. One user may have several monthly subscriptions (e.g. different products have different billing frequencies). 6. Web based backend for Admins to use. List users (showing balance of acct, subscriptions), Show MTD and YTD income (ideally graphical bar graphs would be nice, but printed #'s are good too), Statement creator, edit user info, create new user, create new invoice and/or subscription. 7. Automatically runs each day -- cron based to process the outstanding invoices. Once it has completed running, it should email the user with a receipt and also email the admin with a total processed for the day. It should also email both the user and admin in the event a credit card is near expiry or was declined. 8. Supports payment by check -- not all users pay by credit card so we'll need to allow us to enter in the check # and amount via web. Give ETA for completion with bid. Lowest $ wins. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Linux PHP or Perl
