Automatic Lead Distribution

Need a lead distribution system that automatically sends the lead to the correct person depending on 2 or 3 filters. ## Deliverables I have a website that generates sales leads and I? need a page to be able to set up users with their email address, state/province, ? type of lead (one of the form input fields), and the? maximum number of leads they can handle per month. When a lead comes in on my website, the state/province and type of lead filters should be applied. Then the lead gets sent to the next person in the list. If I have 5 users I do not? want the first person to get all the leads until his maximum is full. I want the leads to be evenly distributed throughout the month among the users who meet the filter criteria. Additionally, I would like an email notification if the number of remaining leads drops to a certain level. For example, if I have 5 users who would like 10 leads each for a total of 50 leads for the month, I want to be notified if all but 2 have been filled. This is to give me a bit of warning so I can turn off my advertising and not produce more leads than I can distribute. Once programmed the information and filters will not change very often, and the users will not make any of the changes, so it doesn't have to look fancy.
