Custom Dialing Plan for Asterisk with record of details

Need a cutom dial plan on Asterisk to allow a promotional 15 min call for one time for a number. It should keep the callerID in a database somewhere with call time details etc. If that same number dials again it should not allow the call but give an IVR for details on how to get more calls. If there is no CallerID it should give another IVR to say that there is no callerID and proceed with the same IVR giving details on how to make calls. The details of callers should be available for download for followup. The System is Asterisk with SAIL/SARK sitting on SME server.
