Battles website (with cms)

Looking for someone who can create a website, including design for a battles website. The goal of the website is to have a batle between two youtube videos (or two images) in a certain category. For example: Best football goal of the month april. Or nicest R&B song. Below that is the facebook like, so we can see which of these two is the most popular and hence wins the battle. The structure of the website will be the following: The top left will have the different categories (at the start Sports and Music, but we can add more categories). On the top right are the different languages. Languages will have an impact of the words and the advertising, but will not create a new battle. There will be one battle along all the languages. So if someone is clicking on Like-A from the English site, then this like will also be seen on the Spanish or German battle. Below that is the banner inside the header (something about sports, something about music). The left will have the menu. It will reflect the different sports/music that can be battles. For example Football > Best goal, or Ice hockey > Best fight. But a sub category is optional, not mandatory. If there is a sub category, then these sub categories will show when a mouse over goes over the category. So a mouse over with football, will automatically show the sub categories Best goal and Best save. At the bottom of the menu there will be the Facebook like, the Twitter button and a link to the contact form. Just above it will have a very clear/distinct area which says: Suggest a battle. A click on it will lead to a kind of contact form with the following elements: Name, Email address, Youtube url 1, Title 1, Youtube url 2, Title 2, Category (dropdown list from what there is in the menu). The main area will feature the battle. On top will be the title: Football Goal of the Month April 2011 (for example). Preferably in the cms there will be translations made for the months of the year, for the different categories, so that the title will be automatically generated for all languages (Tor des Monats April 2011 in German for example). Below that there will be the battle: two youtube videos (or images). Below that there will be the title (for example: Wayne Rooney - Manchester United, or Usher - Yeah. Below that there will be the like buttons. So one like button for the first video/image and one for the second. On the right there will be room for a skyscraper banner or skyscraper google adsense. At the bottom there will be room for advertising as well. The price you offer contains the design and complete implementation of the website and also a manual of how it will have to be updated and new categories being added.
