Build a Joomla Website

We are an abstracting and indexing service based in New York City, and we need a Joomla! site built for our in-house editorial manual. The site does not need to have a custom template, as it is only for the in-house use of our small organization. If one of the stock templates works, that will be fine. We're looking for a site that has four categories: Style, Procedure, Indexing, and Research. There will be a home page for the site, and main page for each section (category), and pages within each section. There should be five search boxes on each page of the site: one that searches the whole site, and one for each section. We do not need content added to the site; we just need the home page, section main pages, and proper modules in place so that we can create the rest of the pages and insert content. Other features we need: • user registration that can be controlled by an administrator and limits access to the site (the site will not be public--only certain people should be able to create accounts) • access control, so that we can restrict viewing and/or editing access for some users by category. • The ability to export the contents of the site by category, ideally as PDFs. It would be very useful to be able to export all of the pages in a particular category at once. • Easy WYSIWYG editing (JCE should be fine). • change tracking/archiving of old versions of pages • Fully UTF-8 compliant (fonts installed for most scripts) Our editorial manual is currently on a MediaWiki site, but we've found MediaWiki to be too restrictive, and have had trouble improving the search functionality. We also want to restructure much of the site, so this is a good time to move it to a different CMS. I don't expect this will be a big job for someone experienced with Joomla! I had wanted to do it myself, but I am not very experiences with Joomla! and do not have the time to do it.
