I have website where I am trying to get a drop menu to work with with one of the navigation buttons where one would only need to hover over with their mouse on a desktop and their finger on a mobile device.

Hi.. Wordpress expert here. Yes we can achieve the hover effect, but the finger on device is not feasible. Devices does not provide support for web applications to do this.
