Changing websites layout to wordpress theme

Project description: We need to have changed our existing website from a frame layout into a CSS based Wordpress theme. The websites URL ist kanu – bike .de. Don´t mind, you don´t have to understand any German. We only need a theme and will add all the contents on our own! So it won´t be necessary to change the whole website, but only the layout and the navigation structure. We´ll do the rest using wordpress... The existing navigation uses javascript, which we wan´t to have changed into normal CSS overs and actives. The existing layout should be the same. We need menues both in a non and an expanded version. We don´t need the standard wordpress navigation, but some one uses lists for the content. Please also take care of the subnavigations! CSS styles have to be external. We won´t accept any inline CSS. The site has to be centered afterwards. The content area mentioned in our PDF briefing has to be in a frame style look and feel (css overflow, NOT frames!). The template is not used for a blog, but for a normal website, so we don´t need comments and author information and post dates. We also don´t need any other additional informations such as tags in our theme, but only one “post” per side, which correlates to our navigation structur. We´ll use a “ticker plugin” ([login to view URL]), so you have to include a placeholder for it into the theme. Theme has to be W3C compatible.
