Clean up poor design of site or create a new site

Please read all of the below text before bidding / replying. Hello, due to a fraudulent web designer, I now have to sort out a faulty design of my website. The website is based in Joomla using the template/module JA Teline IV. Here is a very brief description of the previous job - Joomla based website with user login and registered user forum area. The site is for worldwide news on vehicle manufacturers. This is to be a Magazine/news site where articles can be easily uploaded with pictures, text and video. The site also must have various areas for banner advertising with a method of counting hits for each banner. so in brief, the site must have the following - Joomla website template design User login area registered user forum (Kunena Forum) already installed Various areas for banner advertising / counting clicks on each banner Easy Article uploads of video/text/pictures The site is already mostly built at [login to view URL] it just needs cleaned up so it is working properly and a little bit of design work to finish off.
