Basic Web dev. Convert blogger blog to WP or static site

I'm looking to hire someone to help me update my lame website. I run a blogger blog that I point people to for kitesurfing lessons. I'd like to create something fairly basic that is more static. I'm not sure if that's a template or a hosted website. I can do either. Basically I want the following: some links on one side that have lesson information, prices, etc. I'd like a widget that tracks weather/wind reports so the customers know when the wind is strong enough that a lesson is even possible. [login to view URL] has a free one that you can drop in a static page, so should be simple. I'd like a prepay option so people can pay up front with a visa card/paypal to guarantee their spot on the list. When someone pays, they get on the list, and we call them if on Saturday we there's going to be wind and we can do some lessons. A forum so that users can create and account and buy/sell/trade, start new threads, standard forum stuff. If possible, I'd like the list to track where you're at on the list, and so people can verify that they are in fact on said list. If I could get at least that much to start I'd be happy. Eventual plans would be a sheduling availability widget of some sort that says "yeah, Saturday at 10 still has two teachers available, or Sunday at 1pm" etc. I'd like to also sell kite surfing supplies (Kites, bars, etc). I literally just am too busy to put this site together, so I've just been doing it all with a blogger blog and fielding tons of phone calls a day from customers wanting information.
