Bulk Email Sender PHP + Scheduling

I am looking to build a Bulk Emailing system with scheduling.

Its something very similar to a price alert system found here

[login to view URL];brand=Compaq&price=&City=&pcode=5468&rev=4

the email can be powered by PHPmailer

it must use smtp and have support for changing emaildomains easily.

it must send 200+ emails in an hour.

please tell me if any one of you can do it ?
