ConstantContact list integration software

We are looking for someone to write a program that can synchronize a local database to lists in our constant contact account. The program will run nightly and will update the constant contact lists with any changes made to the local DB, including adding users, removing, updating info etc. The program should take 2 arguments, 1 is the local file that will contain our DB, and the 2nd is the list name in our constant contact account (plus any other arguments needed to identify our account). The program should be ran from a unix shell, it can be written in whatever you choose, php, c, python, perl, etc.. Try to keep the number of dependencies low though. Please indicate if you've used the constant contact API before or not. I will write a quick mysql script to dump our local mysql db into a text file that you can parse. Probably something like Firstname|Lastname|email address| plus whatever info you may want added.. The # of entries is between 10k and 20k
