We would like to found a Project Manager who is able to develop and manage freelancers for a MarketPlace type web site

We need to define what the Marketplace can has as functionalities and how the administration can be done.

The development timeframe and the version definition will be also managed.

When approved, the Project Manager will have to manage the developpment and be able to present one scope and one pricing even if multiple developers are used.
