Arduino Interface text/Speech Software for Hardware Device -- 2

I need a programmer that has specific skills to work from my specs. I have included some code that explains part of the design of the program. The program feeds text to my hardware device that converts the text data to voice. I am still designing the front end. The source that I am sending is only one language that the hardware accepts. There are a lot of pieces to the puzzle that still have to be worked out... I have not decided on the final program language as yet.. You must have experience in understanding ports for audio output, ports for writing to memory cards, etc. The code I am sending shows data written to specific ports. The program that I am sending will answer a lot of questions that you might have. If you are a new programmer this is beyond your skill levels.. Please don't waste my time and yours bidding on this project. I will detail the other criteria once I know that you can complete the project... I always give a bonus for good work performed... If you have a working knowledge of the arduino software that would be a bonus... There is some other hardware that I will give you the documentation for as well.
