All DNA test results are expressed as an alpha-numerical value. We want to convert the values to a specific output, either a graph or image of sorts that will vary based on the numerical output. The conversion formula will be set and regardless of the test results it would automatically create the desired output.

The details of this job are quite minimal so it isn't possible to give an exact bid. I would need much more detail in order to perform the work. However, generally speaking I could certainly produce a Windows desktop application (using C# .NET) that satisfies your initial description. As more details about this job emerge I will be able to give you a more accurate estimate. I am very experienced in producing desktop applications. I also have a good understanding of genetics and experience of software development in this field.
