Build an Online Photo Cart

I'm looking for a well educated, professional manner, decent developer to create a web platform where clients(users) can order photos. So when client wants "B/w photo" or "sepia", they can do it. its helpful and not alot of coding is taking place here. Phase I : R & D, Planning, checking out other website(like the above link) to understand the scope. Phase II: Create Blueprint, you must provide me with flowchart, map or some sort of document which tells me that you understand the scope of the project. Phase III: Developing, this is where you start doing the work and I pay you for that. Phase IV: Testing Phase V: Executing, we go Live, final payment takes place. Things to understand: When you are doing the research, -understand the ADMIN control panel, -see how the images are being uploaded -how orders are being taken, -understand payment processing-We will be using STRIPE or Paypal, I'll be providing you with "TESTING API". -understand shopping cart, check out. -See how an admin will receive photo orders from client.
