Convert a Template to a Website

I actually need 2 websites: 1 Personal site that will also support blog posting by me. It will be a simple, elegant template that has just a few pages, something for bio, my various projects and some links to other sites. Plus the blog post. 2. A doc. film site so I can put up stills and text about the film and production company, have a Vimeo insert to play the trailer, and a PayPal insert so viewers can purchase DVDs via the site. Again, pretty simple and elegant. I can locate some templates -- I actually have found a couple I like -- but I need to know what your tech requirements are for the templates (WordPress req'd? Bootstrap okay? CMS required? Control panel needed with template?) and what it will cost to do the work. I will supply all content (photos, text, video) and layout design. I just need the coding expertise to make my vision a reality! And allow me to do Blog posting on going basis easily. Oh, and they all should be mobile friendly (responsive I believe the word is). If that's a template requirement, fine. (If my budget is too low, please big it higher. I want quality -- just not sure how much work is involved here. I need to pay for the templates too of course.)
