Advertising sales on my site

I want to sell banner advertising space on my site [login to view URL] similar to the advertising sales feature on this website https://www.freelancer.com/adsale/create.php. I want users to be able to select which page they want it to appear on, for how long, whether one month, 2 months, 6 months, or yearly. I want them to be able to upload their logo or image in the correct dimensions, input their hyperlink, and assign a credit card to their account to pay for it. Then, I want an email to a specific address to notify admin that a new ad has been purchased, and allow the admin to approve or decline the ad. if decline, do not charge the card, and notfiy purchaser via email. if approve, charge the card and make banner ad visible. each advertiser should be able to update his account payment method and his banner ad. it can be animated gif, static gif, or jpg. i want advertisers to get a monthly report, copied to me, with the of number of times their banner is viewed, and how many times it is clicked through to their site. the site is in php and mysql and there is already a banner management feature in development, but it is not paid, and there is not a management console that i can find.
