I am trying to develop a website based on Scoop software, which is the same application behind the popular [login to view URL] website.

Scoop is CSS/HTML intensive environment that utilizes code in "blocks" to achieve the desired layout. (P.S. Scoop also utilizes Perl for more advanced features but I do not need any Perl coding done).
Scoop has already been installed at my URL ([login to view URL]) and is fully functional, however the default layout is terrible.
What I need: to have an aesthetically pleasing, user friendly, clutter free site designed for me. I basically want to emulate the design layout of www.eteraz.org. But I would like to have one horizontal row of menu options similar to [login to view URL]
(which has two rows, but you get the idea). Then I would like to have a second row or rows of options category selections (we can discuss rows of options in more detail later).
Once I have a nice layout I should be able to tweak the deign to my preferences.
What I DONT need: logos or graphics designed. I can do these myself.
I prefer someone who has worked in a Scoop environment previously, however, if you are comfortable with HTML/CSS, you should be able to figure it out rather quickly.
