Capture highlighted text and open it in a the application dialog (iterate over text word by word)

Capture highlighted text from current focused window (any windows based application/window) and using a configured function key (/and mouse click) - open the program window containing the selected text. something like the 'Babylon' application - marking a text, using a function key, opening a dialog with the selected text. a. second phase - is to iterate over the selected text, word by word (by delay, 'next' and 'previous' buttons, and a horizontal scrollbar) b. there should be a property window where the function key could be set, and set the delay time of the 'word' iteration c. **must** support RTL (right to left) languages as well as LTR. d. if, by accident, a non-text element is selected within the general selection, pass just the text (if possible) e. when re-selecting an highlighted text, it will replace the existing's dialog content with the new one. f. the application will have a tray-icon representation (for implementation of - 'info' and 'settings' (function key, for now) g. LTR/RTL radio button that will determin the direction of the selected text iteration (whether by scroll bar/buttons) please let me know in what language you plan to implement. thanks,
