Customized Macro for MS Word Documents, Regular Expressions (RegEx) Find & Replace, Optional Features

I need a robust custom MS Word macro that will take word documents and format them into HTML with a layout specified by me. The successful applicant will likely require excellent knowledge of regular expressions (regex) and VBA. The details for what I need the Macro to do are below, familiarize yourself with them and make sure you have a clear idea of how you would tackle this project before bidding.
