Animation on top of photo (Adobe After Effects)

We making media facades and with commercial offer we need to show client how their building`s façade will look with out equipment. For this we prepare mini video showing how media façade works. Our animation should be at least as good. In general we need 1. Darken the photo so it looks like deep evening 2. Add static lighting on top of building (simple linear gradient) 3. Put animation on building facade (3 blocks where windows are - central block and left and right) 4. This work should be done with proper quality but still most like sketchup for presentation We expect this done in short about of time (we have same project often and expect to continue relation of we happy with work) and in reasonable amount of money. This what we offer with commercial offers to clients, so we do it often. we expect $100-150 per complete work with minimum amendments after we see first render
