Hello. The average current draw of Atmega328 in sleep mode is 380µA at 5V, At 3.3V the current drops to 72uA. 20uA (i.e. 0.00002 A) cannot be reached in any case. I can not only make this code but also provide a simple hardware solution to have a current of the whole device (with servo) less than 1 mA. But you need to use Arduino Nano Pro and it needs some hardware modification If you need only the code - my price for this is 40USD. In that case , a current of Arduino Uno will be near to 15 mA (depends on the manufacturer), and the whole device will consume higher than 20mA

First, you cannot reach 20uA on Arduino even with sleep mode. Power led, regulator... consumes a lot of current.
