Audio listening

I need a program (in whatever language is best for the job) to run on windows (I have windows 8 if that’s important). It needs to listen to a feed from an audio jack till it hears a particular sound. When it hears the sound it switches off power to the laptops USB ports. (The sound is the “shiinng” sound of a shiny Pokémon appearing in a Pokémon game I’ll attach some wav files of it. The sound has background battle music on a loop which unfortunately can not be disabled. The USB ports power a small machine which continuously encounters Pokémon and needs to stop on a shiny) I’d just like to know how much this is likely to cost before I commit to buying anything I’ll send the sound files later I haven’t recorded them yet
