Win10 program(Only if you can send proposal please)

Let's call this program UrlFence. UrlFence controls what happens when a user clicks on a hyperlink from certain applications in a blacklist. //22-Sept-20 Clarification: The blacklist in this project is an ‘application name’ blacklist. Not a URL or IP address blacklist. When a URL is clicked within an application, the user action causes a browser to be launched with a URL. If application is on that blacklist, UrlFence will prevent browser from showing the webpage. UrlFence will display a message to say that it blocked the operation. For now, the application in blacklist are: Part A) Email from [login to view URL] (webmail). But not emails from [login to view URL] (webmail). Part B) Email within desktop client Windows Mail. But not Outlook (desktop application). In the future, we could put in a User Interface to expand and configure the blacklist. URLMont can be installed and runs on Windows 10 computers as a background application. It sits on System tray. Ideally written in Visual C# but I'm open to suggestions from developer. Deliverables include: 1) High level schedule/plan to show your estimate # hours to deliver project part A and B 2) High level design (when you are awarded) 3) UrlFence executables files (along the way for testing and final version when completed) 4) On completion: deliver elegantly written source code with comments on what it does and how it does it. Hopefully this provides you with an idea of how easy/difficult this project is. I have included 4 use cases that the UrlFence must meet. I'm not sure if it's realistic but ideally, I'd need to have this done by 9th October. Let me know if I've missed any information that you need to better understand this project.
