Conversion of a pure text file to an mySQL database

Roughly 1 million records that need to be converted to MySQL. There is no tab or space formatting that I'm able to find, but the file is consistent throughout. The first row and second row of the file will be the same "record". All the data has to be broken into a unique column. I have attached a sample file. Please put the date found in the sample file at the top of your proposal to be considered for the project.

04/15/2019 while there is not a delimiting character, it does seem, from my quick look, that it is space formated. meaning that each of the columns, or data elements, take a specific amount of room within the file. each record is delimited by a line feed. again, just a quick look. contact me if you would like to discuss further.
