## Deliverables
Website can be built from scratch or utilize an existing third party auction script. If third party, must be approved before production begins.
Development must be completed utilizing PHP/MySQL programming.
Site must be in English and Spanish. If an auction is posted in one language, should convert to other.
**Design:**
* A brandable logo is needed for the website
* A unique design needs to be created to facilitate a user friendly experience for buyers, sellers and website administrators.
* The site must perform in all browsers including iPad, iPhone, Android, etc.
* * Site must size appropriately for platform.
**Sellers:**
* To register as a seller, you must represent a local government agency or be the website administrator.
* * Seller registrations are manually approved by website administrator.
* Public users may not register as sellers on the site.
* Seller needs the ability to bulk upload images(Drag and drop like wordpress interface).
* Initially, let's only allow sellers to register with an email address of .gov, .us and .mil
* * There needs to be an option in the administration that is toggled for this. When un-toggled, any email address can register.
* Additionally, admin has the ability to add any seller, regardless of email address through admin interface.
**Buyers:**
* Buyers register to bid.
* When buyers login:
* * Recently viewed items show.
* Open auctions with active bids are shown
* Recently completed auctions that buyer won are shown
* Buyer needs ability to update contact information, email address, etc.
**Auctions:**
* Items listed in auctions go into main listing, category listings and searchable listings.
* * Main listing is based on filters (Category, price, etc etc)
* Individual customizable website for each agency to list their products exclusively
* 24hr notice before auction ends to all bidders on auction.
* Email sent to winner and seller at completion of auction.
**Administration:**
* Website administrator approves seller registrations.
* Has the ability to enable and disable privileges for buyers and sellers.
* Has the ability to enable and disable auctions if deemed appropriate to do so.
* Has the ability to post its own auctions.
* Has the ability to add as well as enable/disable categories and sub categories. When adding/managing categories, Admin needs the ability to set the buyers premium (Varies by category).
* Searchable Reporting based on date ranges
* * Active Auctions
* Completed Auctions
* Buyers
* Sellers
* Premiums paid to agency (Broken down by agency with the ability to break it down further)
**Payment**
* Payment for completed auctions will be handled directly by the seller or the site. When an auction is created, a toggle needs to specify how payment is to be accepted(Seller or Website as well as payment methods - PayPal, wire, credit card, etc).
* If a seller selects the site to accept processing, have it accept PayPal and Google Checkout and build it to work seamlessly with the backend of the site.
**Timeline**
* Week 1: Finalize design, logo, layout
* Week 2: Construction of framework for front end and back end. Should be able to navigate the site but not fully functioning.
* Week 3 - 4: Build out website functionality
* Week 5 - 6: Beta test, fix all issues and test again
* Week 7: Official Launch!
