The player will adjust the amounts of raw goods that are shipped to grocery store network (multiple locations). Food trucks will serve random customer meals at the customer locations and replenish supplies based on proximity to a particular grocery AND the amount AND type of meals it has served OR what is being currently requested. Individual trucks menu will be limited to only a portion of the overall menu. To win each round, the player must route the correct quantity (in real time) of farm production {vegetables, meat, flour, milk, etc.} to the groceries that are selling those items based on the food truck traffic. If one customer has to wait too long for a food truck to arrive with their meal, the player looses. There will be multiple trucks that can supply each dish to a customer, the game AI will route the closest truck to the customer and may send it through a grocery location on the way for supply replentishment.

First of all I really like the idea of your game and I always seek interest in the games which based on some scenario and AI is like icing on the cake.
Coming to your game Few Question i would like to ask :
1- Do you want it to get it build on unity 3D with some great GUI and every things and if not then are you suitable with java??
2- Is it a console based game? Answer of this question is only valid if the first answer is no
