Front & Back End Website Dev/Graphics Designer Needed ASAP!

Hello!
I'm looking to hire one person who is highly SKILLED & FAST w/both graphic design and HTML 5. Both skill sets are critical to the success of this project. This person will either skillfully produce and/or make specific recommendations on appropriate graphics/vectors, animation, content writing as well as find/use stock photos.
That being said our website it about 70% complete as of yet. I'm looking for a new designer to come in w/a new set of eyes and bring additional recommendations and skills to complete the front end piece of our website. I will help provide the basic vision/direction, screen shots and content writing for the site. I will be looking to you to be highly creative and make it happen. Proficient English is a must to be considered.
Your application to me MUST have the following information to be considered: Examples of website you've created, lowest hourly rate you will accept.
ALSO to be a considered a final candidate I will ask you to review our website and provide an assessment and make recommendations of what he/she is proposes for the design of our website and why.
