Design a Website Mockup for Uber like Website

I need good designer to help me put my 2 oor so pages of ideas and a few pictures into a programmable plan e.g. for Java, Python, PHP, or SQL etc. I want to create a new website for a specific service. it allows customers and service providers to meet each other based on geography and personal preferences. it also allows for customers to join with others to get this service for a discounted price. i have made a rough plan. the website needs to be built (i will pay for it and give login details if that would help you at all) but this depends on if you will be able to program it as well (obviously for different prices). The plan/design would also require programming, preferably python or else java for a program to be able to suitably and effectively match customers and providers and to store user information. my plan gives the basic ideas for the program but would require someone also with a bit of creativity to be able to finish the minute details that are not specified and to create nice GUI etc. i would like to pay after completion only. The design must make it very easy for the programmer to basically just program what you have designed using your pictures and GUI etc Eventually I want to build apps as well (so the GUI must suit apps but also simple website design).
