Graphics Mailer from Word file

I need to send mailers through a site occasionally and looking for a graphics designer who can convert a doc ( usually 1 page only ) to Graphics mailer format so I can import in the mailer software which accepts a zip of HTML mailer. I feel its a simpler job as my previous graphics person used to give me a turnaround of 1 hour. There is no new graphics design ..its just making it HTML so we can send the mailer and at times putting some links in the mailer so when user click the button it goes to intended page. I have included the doc that need to be converted to HTML. I will though need quick turn around ( within 8 -10 hours ) whenever I give such assignment so prefer individual who does the work. I feel the budget for me for such task is around Rs 100 as I assume its not more than 1 hour job for someone who knows graphics work. I will share the testing site with the person so he can test if work completed is okay or not by sending mail to himself after composing the mail. If this work is okay I can also use for other graphics work.
