Make a set of numbered circles of same size numbered 1-300

I have used numbered circles in past made in MS Word, but with new versions of the software the circles and numbers become disconnected. I want jpg circles/numbers created so that they more easily are grabbed and dragged around document to mark locations. The size of circles needs to be the same for the 1 circle and the 300 circle, so choose a circle size that just fits the 300 and use that for all the circles down to #1. The font size of the number should be no smaller than 8 and use a standard font such as Arial or Times New Roman so the number is easily read. The circle should be as small as possible so when it is loaded into a Word document it is ready to use at that size and size does not have to be changed. Will provide a sample document below with a suggested size. Each circle is its own jpg file but all circles can be loaded into a Word document for ease of transfer to me once completed.
