Phase 1: The HR system produce a XML-file with organization information (Orgunit number, name, manager, addres, superior [login to view URL], etc). We want this info to be convertet to an HTML-file to be presented on our intranet. Phase 2: Include names and pictures of all employees. This information comes from another XML-file but with a unique referance to the orgunit number.

I will use PowerShell 5.0 to read both xml files, match by orginfo and return the Cartesian result. If you intend to do this on a schedule, PowerShell has builtin scheduling. If you would like flexible front end, I'd make PowerShell save it to a SQL Server table.
