Creating a webview app is very easy so contact me at kalyan(at)lfmly(dot)cf . I will definitely help you creating the app as it webview like just viewing your site in a browser but you will not require to type the web address as the web address is already coded in the app itself. I can build android app for you. As per the description from you the website is static or dynamic it doesn't matter. Just you have to create a responsive site so that site is mobile friendly there after it will be easier to end users for viewing the content in best way (if there is no responsive design the fonts will become smaller for mobile screens hard to read so it is required to be responsive).
