Build and Android app with GPS and alarms

Build a simple app for Android. App will consist of a background service that once every 3-5 seconds sends phone's location as a POST request to the server (i.e. [login to view URL]). Request should consist if longitude, latitude, timestamp and phone ID. Upon successful POST request server returns JSON object that may contain an alarm message. If alarm message is received, alarm activity is activated that shows the alarm message and prompts user to "Acknowledge" or "Silence" the alarm. Acknowledge or silence respond is then sent back to the server. If POST request fails, phone's location and timestamp is saved to the array or DB and then re-sent with the next successful POST request. The app should consist of Alarm activity, Settings page activity and a STICKY background service that starts automatically when phone is turned on.
