Build a PWA (progressive web app) in Ionic

I am looking for a developer who has experience in developing webapps in IONIC framework. As it will be a commercial project in future, detailed information can only be given after the project has been awarded. Hence, only an abstract description can be given for the project. But basically the following functionalities needs to be implemented: -------------------------------------------------------------------------------------------------------------------------------------------------------- Webapp for users: ------------------------------------------------------------------------------------------------------------------------------------------------------- - Signup into the environment/app by setting a username (is needed as identification for related objects) - User of the app can create items, i.e. like in a shopping list. The item is containing a text, has a color attribute and is having an additional attribute to order it and identify later in the master app (see below) for further transactions. - The item can be edited, updated or deleted ------------------------------------------------------------------------------------------------------------------------------------------------------- Webapp for the master user: ------------------------------------------------------------------------------------------------------------------------------------------------------- - The 'master webapp' is for the master users of the application - Master user need to sign up by e-mail address and password, means they have to register - They can set up multiple 'events' in that the users can participant - Users participating in the event will add items (as created in the webapp for users) to these events and the master will work with these items - The items will in the master app be movable, means that the items can be moved around on the screen and put into different categories and areas of shapes defined by the master. Dependent on the number of items that are moved around, the screen may needs to be scaled. That functionality is very core hence experience with programming drag-and-drop will be required. - The master can also edit these items and add additional items (same logic as in the user app can be used) - Items should also be selectable so that the selected items can be sent back to the user app and the users can work again with these items ------------------------------------------------------------------------------------------------------------------------------------------------------- Additional information: ------------------------------------------------------------------------------------------------------------------------------------------------------- - The webapp for users should run under IE11, Edge, Firefox, Safari, Chrome, IOS11+, Android 5+ - The master webapp should run under Chrome, Firefox and IOS - The webapps should be set-up by using Firebase in the background for the first step - The apps should be set-up so that the language can be choosen (there are a few labels/column descriptions that should be possible to be displayed in different languages) - The set-up should allow to make certain functionalities dependent on the user licence in future - There must not any packages be used that are require to pay a licence fee for private or commercial use A detailed description for the apps is available. The apps should be developed in the IONIC framework. Initial estimations for the programming by an independent developer have led to an effort estimation of 40 - 65 hours. All source codes and files will have to be deliverd together with the development work (not only the compiled application). An NDA will have to be signed.
