Send location to app when QR code is scanned

I'm a senior consultant working with all kinds of Microsoft techs. I'm more than proficient in PowerShell and understand OOP well, but time doesn't work in my favor so I need someone to write me a piece of code for a small project. I'm in need of a solution that, when scanning a QR code, will send a push notification with details of where and when the QR code was scanned. It will need to support the person scanning to be able to input an optional message to the receiver of the notification. It should not need an app for scanning (just use any QR scanner), but the receiver of the notification should be notified in an app (alternatively a text message or an email). More features might come up on a later point in time, but this is a good starting point. Happy to interact with any Azure services if possible.
