Smart Phone App Utilizing Remote Sensor For Input

I need 2 sets of interacting s/w. S/w set 1 - I need s/w to read remote sensor data and transmit calculated data to a smart phone app. This s/w must allow for initial setup (calibration) utilizing tune able user input. The s/w must also allow tune able input in the loop for testing purposes. I will provide all equations, but the variables must be tuneable or map based. The s/w must also turn on and off a set of LEDs locally at sensor based on output of provided equations. S/w set 2 - I need an app that can receive OTA data from s/w set 1 and provide output as follows. Numerous selectable categories that have organized data from the sensors as I will later describe in detail. The s/w will track data providing emails and / or text messages to user. This app must have a sleek GUI allowing for a quick understanding of the status of the sensor from s/w set 1. This app will also need to ability to provide data to other already established apps. I prefer Arduino code for the sensor s/w as it is easy for me to modify but am open to others if they are more robust and simple to modify. Assuming we reach an agreement, the contractor must sign an NDA and NCA. Assuming this project is successful and I am happy with the service, I have many more needs for s/w and app development.
