Add a control form to a Google maps app.

I have a small google maps application that allows the user to click on a map and create multi-tab infowindows. One user (User A, with pin-creation rights) enters text into the infowindow tabs and another user (User B, with editing rights) can subsequently edit that text. There are separate logins for User A and User B. Currently, map coordinates (lat, lng) and zoom level are hard-coded. I want to add a form that allows someone to set these map properties. This would not be done by User A or B; it would be done before user login and marker creation by a User C who will have a separate access profile. The second change I want is that Tab names and the number of Tabs be specifiable in the new form. Two versions of the revised application should be delivered: one with the first change only (coordinates and zoom), and one with both changes (tabs also). This will be quick work for a programmer with the relevant skillset.
