TWITTER PROGRAM EASY

I need a program that can do al of the following 1.) Constantly monitor twitter by the milliseconds 2.) Pickup a certain tweet based on a key word ( my choice, should be able to change) 3.) A picture will be in the tweet with a hastag. 4.) Program needs to be able to locaate and copy hastag and write it out 5.) The program then needs to be able to write out a phrase ( my choice, should be able to change ) witb that hashtag from earlier 6.) THAT ENTIRE PROCESS NEEDS TO BE DONE IN MICROSECONDS!! 7.) If it reaches a second, it is considered a fail. 8.) I am running on 50mbps of internet with ethernet so internet speed is not a problem Program should have area that i can write the different twitter accounts i want to monitor Another area where i can write the twiiter accounts ( multiple) and phrase i want to dm SHould be able to run for at lease 24 hours without slowing down. I have an example of picture hastag uopn request And an outline of the exact program.
