Online Web Development Proposal generator

What we are looking for is a site built around an online document creator. Page should do the following: 1. Allow user to login with username and password. 2. users should be able to create or draft a proposal from a blank proposal template document. 3. user should be able to input company name, price, contact information, etc. 4. document will be able to split proposed cost into 2 equal amounts. I.E. split the amount 50/50 5. once proposal is finished, user should be able to either automatically convert document into a PDF or Flash page file with a filename of their choosing. 6. User should then, without logging into an email client, send email marked from user's email, to recipient email as well as have Carbon Copy sent to administrator for archiving. Requirements: 1. all development will be confidential and all software or programs written for project remain confidential and proprietary of contrator. 2.
