Something new, from scratch.

Can't give too much away at this point, but here goes: No graphic design involved I need a website which incorporates and links 3 databases of information User type 1 User type 2 (proposes to user type 1) Proposals Interfaces are required for every single function, graphics will be provided. Proposals are to be manually approved or rejected and enter a pending list in the meantime. The requirement for manual approval must be able to be turned on or off using an interface, not by changing a 0 to a 1 in a code, no laziness please.. Both user types are subject to manual approval, also with the ability to make automatically approved if required. The total number of fields of information across all 3 databases is approximately 70-80 fields, so not small. Approximately 30-40 pages (including "my account" pages and "profile" pages) which call on the data in different ways, some of which allowing the data to be edited (EG. Change my account info, basic stuff really), this is where AJAX becomes involved. Implementation of an online payment method which ties in with a delivery system involving 2 parties. Ie. User 1 states appeal is resolved, payment sent to our account, agreement that appeal is resolved from user 2, money is then split from our account 50% (a variable itself in the proposal database) to user 1 50% (also a variable) to user 2. A history of proposal resolutions nicely formatted with certain relevant information displayed for each individual user for both user types. Security is important as highly sensitive information will be stored in this database. No CMS is required. I do have enough technical ability to edit the script and databases once they have been written. This project is my own, I am solo in this, however I work for a marketing firm with graphic designers on staff and I can market this highly desirable service and have design jobs performed through this firm. I just need someone to structure the databases, make the pages call on the information in the right ways, streamline where possible using AJAX and be clever enough to find ways to perform some reasonably complicated functions at certain points. This is not a project for amateurs. This is not a project for developers with poor English, as I am not very good at conveying requirements to developers with great English. This is a project I would rather pay more to have done properly. If my budget is unrealistic I would rather hear that from someone who knows what they are talking about. I am open to offers of ongoing involvement in this project from a programmer worth boasting about, potentially (although maybe reluctantly) even sharing ownership of this project. To those of you considering ongoing involvement: I'm no dummy and if you're reading this, I am telling you; this project has the potential to change the way economies work. It is about business related networking at its finest. It is a WIN-WIN-WIN project with no fees. It can-not-fail - and I'm a pessimist saying this not some idealistic kid. Please take all of these things into account before bidding please.
