Build a Webserver in PHP to integrate with Android App (GMaps, GCM, PHP)

I am looking for an experienced web designer skilled in PHP to build a website to integrate with a custom made Android App. We are migrating an existing working model in ASP to PHP in an effort to build a more scalable Service Oriented Architecture (SOA) system. Skills required are PHP, MySQL, DB, JSON, Google Maps API, Google Cloud Messaging and other WWW/HTML based tools to integrate it to the web UI. The project is very straight forward - it consists of DB management, data transfer schedule management and some other computations for talking to the mobile Android App using the Google Maps and GCM interfaces/APIs. It should not take more than a weeks effort (part-time) for an experienced campaigner. The website front end/UI design is already taken care of and the design document is fairly detailed and ready. Since this is a startup, we are working on a tight budget and the timelines are tight (2 weeks). A programmer from Indian time zone would be preferred to facilitate smooth co-ordination.
